This month, the Flossmoor Village Board approved a partnership with Park Forest that allows both communities' fire departments to share a pumper that has been placed in reserve status. This collaboration is expected to bring significant cost savings and operational efficiency for both towns.
Fire Chief Chris Sewell explained that over time, this arrangement will enable Flossmoor to extend its fire truck replacement schedule by one vehicle. As a result, the village could reduce its replacement costs by about one-third, saving roughly $1 million over the next 30 years. According to Sewell, the current cost of a new fire engine exceeds $500,000.
Flossmoor currently operates with three fire engines, each designed for a 20-year service life. Under the new plan, the department will transition to two trucks, meaning vehicles will be replaced every 10 years. Park Forest will follow a similar approach, ensuring both departments maintain efficient operations while cutting expenses.
When either community replaces an engine, the old one will be moved into reserve status for five years. During this period, the reserve truck can be used by either department if a front-line engine is undergoing maintenance or repairs. Both communities will always have at least two active engines available for daily emergency response.
The partnership also ensures full compliance with National Fire Protection Association (NFPA) standards, which require front-line vehicles to last 20 years and reserve vehicles to last an additional five years. Both Flossmoor and Park Forest meet the Insurance Services Office (ISO) requirement of a 3,500 gallons per minute pump capacity, maintaining three engines to fulfill this standard.
Sewell noted that the agreement was made possible due to the similarities between the two communities. Both have comparable street layouts and fire protection needs. Additionally, Park Forest is one of the few nearby communities with a Capital Replacement Fund similar to Flossmoor’s, which helps manage long-term equipment upgrades.
Both towns are also members of the Intergovernmental Risk Management Agency (IRMA), an insurance pool for municipalities in Northeastern Illinois. If either community leaves IRMA, the partnership could be affected, Sewell warned.
In addition to the fire department collaboration, Flossmoor already shares an ambulance agreement with Homewood and Hazel Crest, further demonstrating the value of regional cooperation in public services.
