Foshan, a strange: the establishment of chemical companies in the vicinity of the prison is bad enough?

In a recent investigation, a reporter discovered that a chemical plant in Foshan City, Guangdong Province, is situated just 10 meters away from a large prison, with only a narrow road separating the two. This alarming proximity has raised serious concerns about public safety and security. The chemical company, known as Foshan Gaoming Gaoyi New Chemical Co., Ltd., was built on land adjacent to Foshan Prison, covering an area of 100 mu. The project, which began in January this year, has already seen an investment of approximately 20 million yuan, with a total investment of 67,544,300 yuan planned. Once completed, the facility will produce 90,000 tons of formaldehyde and 100,000 tons of butyl acetate annually, using raw materials such as methanol, ethanol, acetic acid, and sulfuric acid. It also includes a chemical storage tank area. However, according to the company’s own "project safety pre-evaluation report" and "environmental impact assessment report," it claims to be located in a sparsely populated non-residential area—despite being just 10 meters away from the prison. The Foshan Prison submitted a document (No.99, 2005) to the Guangdong Provincial Prison Administration in August, highlighting the potential security risks posed by the nearby chemical plant. The prison covers 1,500 mu and houses over 3,500 detainees. The chemical plant's production facilities and hazardous chemical storage tanks are only 10 meters from the prison sports ground and 500 meters from the closed surveillance area where prisoners are held. According to national regulations, the maximum allowable concentration of harmful substances must be at least 1,100 meters away from residential areas downwind. However, the entire chemical plant is within 1,000 meters of the prison. A gas leak or explosion could pose a severe threat to both prison staff and inmates. Unlike ordinary citizens, prisoners cannot easily evacuate, making any emergency response extremely challenging. This situation has already caused significant psychological stress among prison staff and inmates, increasing security risks. Prisons are often referred to as "explosive zones" due to the nature of their occupants, and the presence of a nearby chemical plant adds another layer of danger. The combination of these two high-risk environments is a major concern for public safety. Foshan Prison has strongly urged authorities to relocate the chemical company immediately. In early September, Xu Sanyuan, head of the Foshan City Safety Supervision Bureau, led an inspection team to investigate the site. They found that the company had not obtained proper permits and had started operations without approval from the planning and fire departments. The project was deemed unauthorized and should be halted for further investigation. The Foshan municipal government has since announced that a third-party assessment will be conducted to evaluate whether the chemical plant poses a risk to the prison. This move reflects growing public concern and the need for transparency in such high-stakes situations.
