Development and Reform Commission "notice" will accelerate the development of China's denitrification titanium dioxide

Drying equipment

China National Drying Network Development and Reform Commission website on the 9th news, in order to encourage power companies to build and operate denitrification facilities, reduce nitrogen oxide emissions, and promote environmental protection, recently, the National Development and Reform Commission issued the "on the expansion of the scope of the pilot policy of denitrification tariffs related issues Notice". The notice stipulates that starting from January 1, 2013, the scope of trials for denitrification electricity prices will be expanded from the current coal-fired generating units in 14 provinces (autonomous regions, municipalities directly under the Central Government) to all coal-fired generating units in the country. The denitrification price standard is 8 cents per kilowatt-hour. The denitrification funds increased by the power generation enterprises after the implementation of the denitrification tariff are temporarily advanced by the grid companies, and will be selected in the future in the sales price.

As one of the new policies in China's “Twelfth Five-year” pollutant reduction guidelines, nitrogen oxides are faced with a tenfold reduction mission during the “Twelfth Five-Year Plan” period, doubling pressure on affiliates. The denitrification technology, which is the primary method of reducing nitrogen oxide emissions, ushered in a grand market opportunity.

Feng Ziping, Guangzhou Institute of Power Research, Chinese Academy of Sciences, said that the most efficient denitrification technology at present is selective catalytic recovery (SCR). In this repercussion process, the main component of the catalyst that was sold out of titanium dioxide was followed by a rapid increase in the market demand following the out-of-stock process. After many years of experiments, domestic titanium dioxide production enterprises broke the monopoly of foreign companies. Domestic denitrification titanium dioxide industry has emerged.

According to Lu Guangjie, deputy secretary-general of the China Environmental Protection Industry Association's desulphurization and denitrification committee, the current denitrification technologies aimed at controlling the emission of coal-fired nitrogen oxides include low-nitrogen incineration and flue gas denitrification. Because the denitrification power of low-nitrogen incineration skills is only 25% to 40%, the denitrification power is lower than that of the denitrification technology of flue gas, and thus the latter is the method for cutting down the nitrogen oxide emission that is used by the developed countries in the world. Currently, the most advanced smoke denitrification technologies in the world are SNCR and SCR. In the meantime, the denitrification rate of SCR skills can reach more than 90%, which is the mainstream skills of nitrogen oxide emission control in thermal power plants in the world.

It is reported that the principle of the SCR skill is to selectively recover the nitrogen oxides in the flue gas with ammonia or other rejuvenating agents under the effect of a specific catalyst, and to turn harmless nitrogen gas and water vapor into flue gas. In this skill, the catalyst is the center, accounting for 40% to 60% of the entire denitrification cost. The most important factor affecting the product price of the catalyst is its raw material—nano-scale titanium dioxide. The raw materials of SCR catalyst include titanium dioxide, tungsten trioxide, vanadium pentoxide, etc., during which titanium dioxide accounted for 80% to 90% of the total amount of catalyst, accounting for about 50% of the total cost. Therefore, the outsourcing of titanium dioxide becomes the primary element of SCR technology.

According to the “Notice”, the trial scope for denitrification electricity prices will be expanded from the current coal-fired generating units in 14 provinces (autonomous regions and municipalities directly under the Central Government) to all coal-fired generating units in the country. According to the spirit of the Ministry of Environmental Protection, by 2015, the demand for new flue gas denitrification capacity of 817 million kilowatts, the new area of the main points of the new equipment must be equipment SCR denitrification equipment, about 50% of other areas must be equipment SCR denitrification equipment. Therefore, during the “12th Five-Year Plan” period, demand for SCR catalysts in thermal power plants will increase year by year, reaching 205,000 cubic meters by 2015. During the “Thirteenth Five-Year Plan” period, the installed capacity of thermal power plants will also increase, and the life of denitration catalysts will be approximately 3 years. The demand will be replaced at regular intervals. Therefore, the total installed SCR catalysts and the replaced SCR catalysts will exceed the total. One million cubic meters, evenly 160,000 cubic meters per year.

According to experts, the amount of titanium dioxide removed from the market per cubic meter of catalyst is about 0.5 tons. According to the above requirements, the annual demand for out-of-market titanium dioxide during the 12th Five-Year Plan period is about 80,000 tons. The annual demand will reach 100,000 tons.

The production of out-of-market titanium dioxide has high technical barriers, and its supply has been monopolized by a small number of manufacturers in Japan and Europe, such as Japan's Ishihara Chemical and France's Millenium. Nearly 70 titanium dioxide companies in China did not produce such nano-scale titanium dioxide in 2010.

Fortunately, at present, many domestic titanium dioxide manufacturers have begun to discuss denitrification titanium dioxide, such as Sichuan Huatie Vanadium Titanium Technology Co., Ltd., Guang'an Beiteng Environmental Protection Technology Co., Ltd., Chongqing Puyuan Chemical Industry Co., Ltd., and Chongqing Xinhua. Chemical companies and other companies have been able to produce titanium dioxide.

In addition to the industrialization of the above-mentioned companies, it is reported that the titanium dioxide dedicated to denitration catalysts developed by Shandong Dongjia Group Co., Ltd. has achieved phased success in the pilot tests of the denitration catalysts of the Institute of Chemical Physics of the Chinese Academy of Sciences and Datang Thermal Power. Datang Thermal Power Co., Ltd. reached the cooperation agreement for titanium dioxide for denitrification catalysts.

At present, China's denitrification titanium dioxide industry has only just begun. Most of the technologies are briefly modeled on imported products and are close to several functionalities such as specific surface area and particle size. However, there are still major issues in denitrification power, catalyst life, and other important principles. distance. Industry sources pointed out that the production of denitrification titanium dioxide also requires a better technical solution.

With the implementation of the "Circular on Issues Concerning the Extension of the Experimental Range of Denitrification Electricity Price Policy" by the National Development and Reform Commission, China's market for denitrification titanium dioxide has great market potential and is a new opportunity and opportunity for the development of China's titanium dioxide industry.
