Foton Motor is the first to recall

A few days ago, the reporter learned from the website of the AQSIQ that Futian Motors submitted a recall report to the AQSIQ in accordance with the requirements of the “Regulations” and decided to recall from October 20, 2009 to 2010, starting from January 5, 2013. Part of the Auman BJ4253SMFJB-S7 tractors produced on the 30th of January totaled 357 vehicles.

Foton Motors is one of the largest manufacturers of commercial vehicles in China. The recall has taken the lead among commercial vehicles in China and became the first commercial vehicle manufacturer to implement active recall.

Li Yuheng, a senior research fellow at China Investment Advisors, told reporters that the voluntary recall does not mean that there are quality problems. On the contrary, it is the responsible performance of car manufacturers.

At present, China’s auto recalls are at an early stage. Consumers have insufficient cognition and related laws and regulations are not perfect. Recalls are often mistaken for poor quality performance. Therefore, there are weird phenomena in domestic auto recalls. The number of recalled imported cars is higher than that of domestic cars. Larger than domestic cars, the better the quality, the more cars are recalled.

Increase in pressure on car manufacturers

How do commercial vehicle manufacturers look at the recall regulations? When interviewed by reporters, market-leading car companies see it as good, but cost pressures are also evident.

Xu Xiangyang, general manager of China National Heavy Duty Truck Light Trucks Division, believes that the implementation of the recall regulations for commercial vehicles may be of great benefit. So many car manufacturers, everyone is fair competition, as long as the product is done, there is nothing to worry about. Perhaps the most worried are those companies with poor product quality.

Xu Xiangyang's emboldenedness may be due to his confidence in the quality of his products. On the other hand, it may be because Sinotruk is a new entrant in the light-duty truck market. The market has a limited amount of ownership, and even if the recall is not too much pressure.

The Foton Motor Zhucheng Plant Area is the largest commercial vehicle production base in Shandong Province. At present, the Foton light truck has a market of approximately 5 million vehicles, and the new regulations seem to exert greater pressure on them.

Mr. Niu Hongxiang, Deputy Secretary of the Party Committee of the Foton Motors Zhucheng Ao Ling Automobile Factory, told reporters that the implementation of the recall regulations for commercial vehicles is good for Futian, helping to standardize the competition in the commercial vehicle market, leading companies to improve their quality levels and raise the threshold of the entire market. In the early stages of implementation, companies will increase costs in order to improve quality levels or implement recalls. However, it is believed that most companies can gradually absorb these costs. After all, the new regulations treat all companies equally.

However, Niu Hongxiang does not deny that the new rules have some pressure on them. The current implementation rules for the recall of defective vehicles have not yet been issued. When will the recall be counted? If it is a car built after the introduction of the new regulations, they will not be under too much pressure.

“Three or four months ago, the company has already had a certain pre-judgment for the new regulations. We have begun to further standardize internal control standards from parts procurement, logistics to production management,” said Niu Hongxiang.

Active and mandatory

Since November last year, Jinan owner Fan Shuangjian has asked the AQSIQ's Defective Product Management Center to call for the recall of 10 of her Zoomlion chassis-fragmented vehicles. She has so far complained several times. Due to the involvement of commercial vehicles, the staff of the AQSIQ Defective Product Management Center had previously not accepted it. They only indicated that they would be registered and allowed the manufacturers to communicate with users. As to whether the manufacturers need to recall, when to recall and other issues, the above staff did not give an answer on the ground that there is no implementation details, and it is recommended that users solve the quality disputes through judicial channels.

The first commercial vehicle recall implemented by Foton Motor saw Fan Shuangjian see hope. On the 8th, she again contacted the defective product management center. The staff of the center said that Foton Motor implemented an active recall and was an initiative initiated by the company. The center was only responsible for registering filings and announcements. What she proposed was a mandatory recall. It is difficult to compare with each other.

Li Yuheng believes that the implementation of the "Regulations" will play a regulatory role in China's automobile recall industry, increase punishment, and increase the cost of illegal vehicle manufacturers. Its comprehensive and effective implementation and promotion still require the cooperation of supporting laws and regulations and related agencies. On the one hand, compared with the national Dafa, the management regulations are not authoritative and binding enough to form effective constraints on manufacturers; on the other hand, authoritative third-party appraisal agencies are not sound, and the appraisal technology and appraisal levels are insufficient, which also reduces the recall of automobiles. effectiveness.

According to Qiao Shengpu, a partner in the management consulting firm, whether or not the “Regulations” can be implemented effectively depends on the implementation of the relevant departments. Whether quality information can be shared among relevant departments such as quality supervision, public security, and health, as well as the cumbersome confirmation process for quality issues, will restrict its implementation.
