Deal with REACH petrochemical industry in action (second part)

In order to mobilize the entire industry to actively respond to the REACH regulations and better understand their impact on Chinese companies, since May 2003, the China Petroleum and Chemical Industry Association has been actively promoting awareness, conducting investigations, and organizing training sessions on REACH. These efforts have included: 1. Establishing an industry coordination group comprising five major companies and professional associations to address the challenges posed by REACH. 2. Raising over 60,000 yuan to purchase approximately 700,000 words of the Chinese version of the "Green Paper" (also known as the "White Paper" and the REACH Regulation), which was distributed to various associations and enterprises for research and reference. 3. Organizing surveys in collaboration with the Ministry of Commerce, focusing on major exporting enterprises in Jiangsu, Zhejiang, and Shandong provinces to assess the status of EU exports and companies' readiness to comply with REACH. 4. Hosting international conferences and inviting EU officials to explain the REACH regulation, helping Chinese enterprises grasp its core content and spirit, while facilitating knowledge exchange on preparation strategies. 5. Conducting specialized training sessions that not only introduced the basics of REACH but also emphasized its importance and addressed specific challenges faced by small and medium-sized enterprises (SMEs). Many SMEs initially believed they were too small or exported too few products to be affected, but through these trainings, their attitudes shifted from indifference to urgency, leading to a stronger understanding and recognition of the regulation. On June 1, 2007, the EU REACH regulation came into effect, entering the pre-registration phase. During this period, the association focused on assisting companies with registration to minimize the impact of the regulation on China's chemical exports. Notably, during the pre-registration period from June 1, 2008, to November 30, 2008, any product failing to register would face significantly higher costs when exported to the EU. To support export companies, the China Petroleum and Chemical Industry Association made five key preparations: First, it authorized the establishment of the "China Oil and Chemical Industry REACH Technical Service Center," and set up a leadership group to coordinate the effort. Second, it partnered with the Finnish REACH Service Center and REACH Law, both based in Helsinki near the European Chemicals Agency, to assist non-EU countries with registration. Third, professional associations like inorganic salts, dyes, and coatings focused on joint registration efforts. Fourth, in early March, the association held a preparatory meeting with Finnish experts and domestic professionals to guide companies on procedures and data requirements. Finally, selected companies began pre-registration and shared their experiences, aiming to involve more firms before the November deadline. The implementation of the EU REACH regulation has served as a significant reference for China in developing its environmental and trade policies. Successfully responding to REACH will drive innovation in China’s regulatory systems and promote the sustainable development of its oil and chemical industry.
