On March 16, China's first research and evaluation base for technical trade measures for exporting tires, jointly established by the AQSIQ, Shandong Inspection and Quarantine Bureau and Dongying Municipal People's Government, was officially awarded and settled in Dongying, Shandong.
Prior to this, the AQSIQ and the Shandong Inspection and Quarantine Bureau jointly signed the Memorandum on Cooperation on Technical Trade Measures. The construction of the tire evaluation base is one of the important tasks.
The base will rely on Dongying Tire Regional Resources and Industrial Clusters to give full play to the resources, functions and policy advantages of the AQSIQ Standardization Center, the Shandong Inspection and Quarantine Bureau and the Dongying Municipal People's Government, and integrate the “industry-study and research-policy†multi-party strength, the whole chain. Participate in the research and response of technical trade measures for tires.
In addition, the base will effectively crack foreign barriers and help tire products to export to the target market through means of information collection, analysis and evaluation, and research and response measures of foreign technical trade measures. Shandong is a large province of China's tire production and export. The EU REACH regulations, fuel efficiency labeling laws, and US “double-reverse†investigations have greatly restricted the export of Chinese tire products. The situation is not optimistic.
Take Dongying City as an example. In 2015, tire exports amounted to 2.628 billion U.S. dollars, down 26.5% year-on-year.
According to the survey, most of the respondents reported that they have encountered different levels of technical trade measures, but limited to the shortage of personnel, limited information channels, cost pressures, etc. Most tire companies did not conduct in-depth research and response, and can only bear passively.
Li Benhe, director of the Dongying Inspection and Quarantine Bureau, believes that the completion of the evaluation base will help strengthen the research and response of foreign technical trade measures, safeguard industrial interests, and strive for more discourse power for the Chinese export tire industry in the field of technical trade measures to help product breakthroughs. It is reported that the base is located in Dongying City, and the daily work is undertaken by the Dongying Inspection and Quarantine Bureau. Experts from industry associations, enterprises and foreign certification bodies are organized to carry out relevant research and evaluation activities.
The inspection and quarantine department will also strengthen cooperation with Dongying Rubber Tire Association and Guangrao County Commerce Bureau to jointly promote the construction of China's export tire quality and safety demonstration zone, and provide tire export enterprises with comprehensive international trade and one-stop comprehensive services.
