The interprovincial transport of highly toxic chemicals not only affects the enterprises in the Yangtze River Delta region, but also affects the northern region’s chemical enterprises. It was not small.” On November 10, Mr. Meng, the person in charge of the operation of a chemical company in Hebei Province, eagerly told reporters on the phone.
According to Mr. Meng, they are a company that needs to use liquid chlorine in their production. Because there are few liquid chlorine producers in Hebei Province and local prices are high, they are buying liquid chlorine from Shandong, Henan and Shanxi. After the liquid chlorine purchased from other provinces plus the shipping cost is cheaper than the local purchase price, the company must consider the economic benefits, then it must face the interprovincial transport problem.
Mr. Meng said that according to the regulations, it takes 10 days in advance to obtain a permit. This is already very fast for the approval of the relevant departments of the two provinces, but it is too long for the company. Our company needs 80 to 90 tons of liquid chlorine per day for production. If the transportation permit is delayed for one day, it may affect the normal production of the company.
Another northern company also reported that the company is now discontinued, not because of market issues, nor because of product quality problems, but that the chlorine transport license for production has not been implemented. The transportation of chlorine gas must be purchased with a permit and a road transport permit. It was formerly a public security department's management license. After the implementation of highly toxic chemical purchase and road transport license management measures, the purchase of a permit is handled in the public security department and the transportation permit is processed in the traffic department. It has been one week since the purchase certificate was issued and the transportation permit has not yet been completed. If there is no permit transportation, once the public security department has found it, the maximum fine will be 100,000 yuan. No way, the car did not dare to pull, and no chlorine company had to stop production.
After the implementation of the new measures, the greatest confusion the company feels is at a loss. There is a conflict between a local order and an order. There are different standards for Hebei and Shandong. Hebei requires transport vehicles to have reflective signs that contain toxic words, and Shandong does not require them. The management measures for the purchase of highly toxic chemicals and the management of road transport licenses were formally implemented on August 1st. Some of the places required for processing licenses for safe production licenses began processing in September. Then there are many departments that need to run for certification, and the specific personnel do not understand the application process.
However, it is even more difficult for enterprises to find out that the new approach requires companies to report their route and time. A person concerned in the company stated that the driving route can be guaranteed, but the driving time is not easy to say. Loading time, road conditions, climate and so on will affect the driving time. It's still too late for trains to have their own proprietary tracks. The time for car transportation is really not guaranteed.
Persons concerned believe that the relevant departments to formulate policies, especially those involving enterprises, need to carry out some investigations and studies. If necessary, they also need to hold special meetings, invite enterprise representatives to participate, understand the specific conditions, and require the introduction of operability.
