On the 13th, the Shunde District Government official website publicized the "Shunde District New Energy Taxi Management Rights Allocation Plan". According to the plan, Shunde District will invest 60 pure electric taxis from 2014 to 2015.
According to the plan, the number of taxis is less than 5, which is in line with the original production of non-modified pure electric vehicles in the catalogue of recommended models for the demonstration and application of energy-saving and new-energy vehicles. The operating period of the new taxi is set to ten years, and the vehicle is updated once every five years. The freight rate of the pure electric taxi is temporarily implemented according to the current taxi fare price. According to the actual operation situation, it is reflected according to the market demand. If necessary, the price of the pure electric taxi will be determined by the price department.
This taxi will adopt the bidding method with the comprehensive quality and service quality of the enterprise as the main condition, and bid for the management right of the taxi. The plan is to divide the management right into three bidding sections, and determine the winning bidder according to the ranking of the total score of the bid evaluation. Each winning bidder can only obtain the right to operate one bid. The government provides taxi management rights to the winning bidders during the period of operation. The winning bidder is operating according to the administrative contract and is responsible for the construction of the charging infrastructure to ensure the normal operation of the new energy taxi.
The bidder shall be a non-union enterprise legally registered in the territory of the People's Republic of China, and shall be able to bear civil liability independently. It shall have the "Law of the People's Republic of China Road Transport Operation Permit" and its business scope shall include the rental passenger transport business. The bidder shall have good bank credit, financial status and corresponding solvency. If there is sufficient funds to guarantee the investment required for the project, it must have bank deposits of more than 10 million yuan or bank credit guarantee of more than 20 million yuan. The bidder must have a service branch registered in the industrial and commercial area within the five districts of Foshan.
